The Agency for Transport and Communications under the Cabinet of Ministers of Turkmenistan has been abolished. The agencies subordinate to it — “Türkmendemirýollary,” “Türkmenaragatnaşyk,” and “Türkmenawtoulaglary” — ceased their activities. Based on them, the Ministry of Railway Transport of Turkmenistan, the Ministry of Communications of Turkmenistan, and the Ministry of Motor Transport of Turkmenistan have been established, respectively. In addition, the “Türkmenhowaýollary” and “Türkmendeňizderýaýollary” agencies have been renamed as the State Service “Türkmenhowaýollary” and the State Maritime and River Transport Service of Turkmenistan and placed under the authority of the Cabinet of Ministers of Turkmenistan.
The relevant decree was signed by President of Turkmenistan Serdar Berdimuhamedov at the extended session of the Cabinet of Ministers on July 11, where the results of the work completed during the first six months of the current year were reviewed.
According to the document, the “Türkmenhowaýollary” and “Türkmendeňizderýaýollary” agencies were renamed as the State Service “Türkmenhowaýollary” and the State Maritime and River Transport Service of Turkmenistan and were transferred to the jurisdiction of the Cabinet of Ministers of Turkmenistan.
The Ministry of Railway Transport of Turkmenistan, the Ministry of Communications of Turkmenistan, and the Ministry of Motor Transport of Turkmenistan were identified as legal successors of the “Türkmendemirýollary,” “Türkmenaragatnaşyk,” and “Türkmenawtoulaglary” agencies, respectively.
The decree also states that the Ministry of Railway Transport should have two deputy ministers, the Ministry of Communications — three deputy ministers, the Ministry of Motor Transport — two deputy ministers, the Chairman of the State Service “Türkmenhowaýollary” — two deputies, and the Chairman of the State Maritime and River Transport Service — two deputies.
The decree also requires that the Ministry of Railway Transport, the Ministry of Communications, the Ministry of Motor Transport, the State Service “Türkmenhowaýollary,” and the State Maritime and River Transport Service, in cooperation with the Ministry of Finance and Economy of Turkmenistan, the Ministry of Labor and Social Protection of the Population of Turkmenistan, and the Ministry of Justice of Turkmenistan, within one month:
Prepare and submit to the Cabinet of Ministers draft regulations on the Ministry of Railway Transport, the Ministry of Communications, the Ministry of Motor Transport, the State Service “Türkmenhowaýollary,” and the State Maritime and River Transport Service, including the structure of their central offices, staffing tables, and salary scales for their leadership.
This decree was adopted with the aim of further improving the management system of the country’s transport and communication sectors.
