The Union of European Football Associations (UEFA) will discuss potential changes to the rules regarding penalty kicks, specifically in cases where the kicker unintentionally touches the ball twice.

Atlético Madrid forward Julián Álvarez had his goal disallowed during the penalty shootout in the second leg of the Champions League Round of 16 against Real Madrid (1-0, pens – 2-4). The referee ruled out the goal after a VAR review, as Álvarez slipped and accidentally touched the ball before striking it.

— "Atlético Madrid has reached out to UEFA regarding the incident that led to the cancellation of Julián Álvarez’s penalty goal at the end of the match against Real Madrid. Even though the contact was minimal, the player’s standing foot touched the ball before he took the shot. According to current rules, VAR was required to alert the referee to cancel the goal. UEFA will hold discussions with FIFA and IFAB to determine whether the rule should be reconsidered in cases where a double touch is clearly unintentional," UEFA's press release stated.
